Blind Man Tasered As Cops Mistake Stick For Sword

A "terrified" blind man was hit with a 50,000 volt Taser gun after police mistook his white stick for a samurai sword.

Stroke victim Colin Farmer, 61, collapsed to the ground in shock after he was hit in the back with the gun while walking down the street in Chorley, Lancashire.

Police had received reports of a man walking through the town armed with the deadly martial arts weapon and raced to the scene to hunt down the offender.

Meanwhile Mr Farmer, who has suffered two strokes and walks at a "snail's pace", was on his way to the pub to meet friends for a drink and was unaware of the reports.

He had no idea a police officer had mistaken his thin white stick for a weapon and ordered him to stop before pulling the trigger on the Taser gun.

Mr Farmer cried out, "I'm blind! I'm blind!" while collapsed on the floor but was still handcuffed by the officer from Lancashire Police.

"I was terrified, I thought I was going to get mugged," he said.

"The next thing I knew, without warning, I got tasered in the middle of my back.

"Fortunately the taser came out, but up until that very moment, I was convinced I was being murdered in plain sight.

"He jumped on the small of my back with his knees, seeing my white can lying by my side.

"I'm shouting at him: 'I'm blind'. He ignored me, wrenched my arms up my back and cuffed my so tightly I was in great pain."

He was taken to Chorley Hospital for treatment and was later released following the incident at about 5.45pm last Friday.

Chief Superintendent Stuart Williams, from Lancashire Police, said: "We received a number of reports that a man was walking through Chorley armed with a samurai sword and patrols were sent to look for the man.

"One of the officers believed he had located the offender. Despite asking the man to stop, he failed to do so and the officer discharged his Taser.

"It then became apparent this man was not the person we were looking for and officers attended to him straight away.

"He was taken Chorley Hospital by officers who stayed while he was checked over by medics. They then took him to meet his friends in Chorley at his request.

"Lancashire Constabulary deeply regrets what has happened. We have clearly put this man through a traumatic experience and we are extremely sorry.

"We have launched an urgent investigation to understand what lessons can be learned and the matter has also been referred to the Independent Police Complaints Commission."

Mr Farmer is considering legal action against the force.

Was the officer so visually impaired himself that he couldn't see the difference between a samurai sword and a white stick? Perhaps some training in sensory impairment is a good place to start. It could just as easily have been someone who is deaf and therefore wouldn't respond to an officer (or anyone else) shouting behind them.

Seemingly they could not have realised their mistake immediately because they went on to handcuff the victim compounding the mistake.

Obviously this man was okay and went to pub as planned to meet his friends, hence my joke earlier.but what if this man had a heart condition or something, the outcome might have been far more serious.

Not sure what level of training cops get before they are let loose on the population, but there needs to be at least one experience of being tassered themselves. Might slow them down from being so trigger happy. In Australia we have just had a visiting Brazilian 21 yo tazzered and pepper sprayed to death. USA police are doing the same thing. they have no idea how it feels, so think those being hit with a tazzer are putting it on. Too much use of weapons of any sort. What happened to the cop on the local beat getting to know those he is "looking after".

The police have to protect themselfs from nutters, even blind, deaf, dissabled ones. He should count himself lucky he was not a Brazilian electricion on his wqay to work. The shoot them in the head!

Aha! I know. All blind people need to use flourescent walking sticks and wear flourescent safety jackets with labels on which read, "Blind Person's Safety Jacket - super flourescent for visibility at night. CAUTION! The wearer of this jacket is BLIND! Please be POLITE!" Then there might have to be other laws for the ones who refuse to wear them. The notices would have to be in Braille, also. Sometimes, it isn't easy to tell if someone is blind. I've seen some blind people in towns and not known if they were blind due to they wear the same clothes as everyone else and some of the walking sticks are normal walking sticks, I think? So far as this story goes, I think, considering the distance they tazer people at, it seems not very good that they didn't know the person was blind but, did he have a normal walking stick? Was it blind person's walking stick?

The Superintendent says they have launched an investigation to understand what lessons can be learned. Well for starters here are some obvious ones: 1) Only recruit people with an IQ greater than 10, (even idiots could tell the difference between a white stick and a sword) 2) Don't employ thugs. 3) Certainly don't issue Lancashire officers with Tasers
