Immigration: Lib Dems Call For Security Bonds

Liberal Democrat leader Nick Clegg has called for a bail-like system of security bonds to tackle visa abuse.

The bonds would be paid as a cash guarantee from visa applicants coming from high-risk countries and would be repaid once the visitor leaves Britain.

In his first speech on immigration as Deputy Prime Minister, Mr Clegg unveiled the radical plans at the liberal think-tank, the Centre Forum.

He also scrapped controversial proposals for an immigrant "amnesty". The Liberal Democrat leader said plans to allow illegal immigrants to stay in the UK if they have been in the country for 10 years, which were seen as key to the party's manifesto in the run up to the 2010 general election, risked "undermining public confidence".

Taking a harder line on immigration, he pledged to "lay the foundations for an immigration system that embodies this nation's instincts and its values" as he attacked the previous Labour government for "grossly" mismanaging the issue.

Earlier this month, Labour leader Ed Miliband admitted his party failed on immigration.

Mr Miliband said his party was wrong to relax controls - a move that allowed hundreds of thousands of foreigners to move to the UK.

Mr Clegg said: "We are grappling with the difficult challenges in our immigration system.

"Brick by brick, we are rebuilding it. Day by day we are making sure, quite simply, that it works.

"All the British people ask is for a system they can have confidence in. We hear that, and we are delivering it."

The Deputy Prime Minister said that visa "overstayers" are one of the biggest challenges faced by the immigration system and the UK Border Agency (UKBA).

"The challenge isn't just stopping people coming into Britain illegally, it's about dealing with individuals who come over legitimately, but then become illegal once they're already here," he said.

To tackle this issue, Mr Clegg has asked the Home Office to run a pilot of so-called security bonds, which echoes an Australian system applied to family visas.

It is understood the cost of the bonds would vary but are likely to be in the region of four figures.

Mr Clegg added: "The bonds would need to be well targeted - so that they don't unfairly discriminate against particular groups.

"The amounts would need to be proportionate - we mustn't penalise legitimate visa applicants who will struggle to get hold of the money."

But UKIP, which came second to the Lib Dems in the recent Eastleigh by-election after focusing its campaign on tightening immigration controls, ridiculed Mr Clegg's plans.

Party leader Nigel Farage said: "Nick Clegg now joins the cavalcade of party politicians who have suddenly noticed a simple fact, that they are not trusted with our country's borders.

"Since the Eastleigh by-election they have thrown initiative after initiative at the headlines, but to no serious effect. The bottom line is, there is nothing that he, or they, can do about mass migration into this country while our borders are controlled by the European Union."

Labour was also sceptical, pointing to figures showing an increase in people absconding from Heathrow airport and decreases in the number of people stopped and the number of foreign criminals deported under Mr Clegg's watch as DPM.

Shadow immigration minister Chris Bryant told Sky News: "I think people probably get a bit sick of MPs and politicians making lots of grand speeches about immigration but not getting the basics right."

Mr Clegg also revealed plans to increase cash penalties for "unscrupulous" employers who knowingly hire illegal immigrants because they are cheaper.

The maximum fine is £10,000 per illegal worker - Mr Clegg called for the penalty to "double" and has asked the Home Secretary to "look into the right amount".

And the Deputy Prime Minister hit out at the Labour party for leaving the immigration system in "disarray".

"The problem is that the system has not been well managed. It has been grossly mismanaged. I cannot stress enough just how chaotic it was."

The speech came as the Government toughens its stance on immigration with a range of new measures aimed at bringing down net migration to the tens of thousands.

UKBA officials will conduct interviews with more than 100,000 student visa applicants from "high-risk" countries outside the EU to crack down on bogus students.

And a "genuine entrepreneur" test has been introduced to tackle the rising number of foreign nationals attempting to enter Britain by fudging their bank accounts.

But in the wake of criticism from politicians and the higher education sector, some immigration rules were recently loosened in a bid to give additional flexibility to businesses and allow top international students to pursue careers in Britain.

Perhaps the only halfway decent idea ever from the LibDems, but make it five or six figures, ideally Swiss francs or some other strong currency, or better still, say: 'No- we are full up!'

Mass deportation should be the priority. It's no good building up a solid immigration system after millions have been allowed in, that's too late, have a good clear out then shut the door.

Four figures is not enough,should be the minimum of five figures,non returnable if they break the law,and an immediate deportation.

prefer a four figure sum plus a guarantor who would pa y an additional four figure sum each year they remain in the UK until they leave This could pay for more immigration officers to go looking for the absconders China will not take back those that leave the country -we should stop taking their goods until they do.

This should be good to stop all but the illegals - be interesting to watch this one Mr Clegg. Suggest all those in tourism start looking for new jobs and those wanting to promote their business by inviting foreigners to visit them should forget the idea based on this report.

Reckon they need to round up illegals an hold on to them until deportation becsuse all the tv shows u see they tell us at the end the people dont turn up to be deported so lock them up till they are put on a plane then we wud have a fightin chance

"A system that embodies this nations instints and it's values"??? Nick Clegg is so of touch with the nations feelings about immigration, his idea is laughable. He would only have to spend 10 minutes reading the posts on here about how people feel. No need for the Home Affairs Select Committee or consultation and think tanks. The peoples views are quite clearly expressed right here.

I agree entirely with your comments. However, I believe that Mr Clegg, (like most politicians) is only too aware of what the British public are thinking. Unfortunately, (like most politicians) he choses to ignore their views except when it suits him................

This will not be allowed to be applied to EU citizens by our EU masters whose aim is freedom of mevement throughout Europe. They may be able to apply it to immigrants from outside the EU but this a small percentage of total immigration. Another ploy to make it look as though they are doing something about immigration when they are actually doing next to nothing. It does show that UKIP has got them all rattled though. The only way to regain control of our own borders is to leave the EU. Any thing less will be something less.

Britain cannot have a policy on immigration as the Common Market over rules everything. Why we ever fought a war with Germany I will never know, as they dictate most things in Europe now

The EU is a massive waste of money and allows the Germans to dictate policy and the French to do what they want but they are not to blame for out lack of immigration control. That is down to our successive weak governments who have catastrophically failed to control it. Using the EU as excuse to do nothing.

Something is very wrong I made a post at 10:11 nothing offensive but set out the problems with this proposal and guess what, in come the Orange prunes and removes it. I am now convinced they are incapable of reading English or at least understanding it so next time perhaps I will make my post in some language from the Asian sub-continent and English

Yes, we have all had hat at some time or another. Even words used in the news story are rejected sometimes, and the term quant*tive easing is not allowed. I suspect that they are all illegal immigrants with a grudge against WASPs.

As I wrote in one of my previous posts I have many lived and worked with many people who have learned English outside of the UK and speak very good English but very often fail to understand the meaning of the words when put together by English people. I came to the conclusion that many of the people working for the Orange censors are not natural English hence the number of posts removed.

The channel islands do not seem to have an imgration problem? Quoted from HM channel islands web page : "After you have lived legally in the United Kingdom and / or Channel Islands for a certain length of time (usually between 2 and 5 years), you may be able to apply to live here permanently, depending on the category of visa you have. To apply for permanent residence you will normally need to show that you have enough knowledge of language and life in the UK and Jersey." Are we in the mainland UK applying these rules?

Another cheap idea to make money. All immigration should now be stopped as a matter of priority. The British culture is being rapidly eroded. One only has to turn on the TV these days to see that. Not so long ago we had 'Come Dancing'. Now we have 'X' Factor hopefuls cavorting on the floor and rappers using words that no-one can understand. The two main parties are sweeping such problems under the carpet. Whatever happened to British culture?

you can charge a take away or car wash owner for employing these people £100,000, but it amounts to nothing if you cannot collect it,the problem lies with the colleges an universitys who run as a business and encourage visitors the gateway to our small island incapable to teach our own youngsters simple maths and english.HORSE,STABLE,BOLT,ITS TOO LATE!!
