Labour Calls For Banks To Cut Bonuses
Labour has called for all British banks to cut bonuses after public pressure led Royal Bank of Scotland chief executive Stephen Hester to waive his near £1m payout.
The party says bumper City payments are damaging the economy and wider society.
It used an opposition day debate to insist bosses of banks shored up by the taxpayer should only get bonuses for "genuinely exceptional performance".
Labour also wants employee representatives to be on remuneration committees of company boards as an extra safeguard against excessive rewards.
In reply, Chancellor George Osborne warned the row over bonuses and pay threatens to undermine the jobs and prosperity provided by the free market economy.
In a speech to business leaders he also suggested Labour was "anti-business" - a claim rejected by shadow business secretary Chuka Umunna.
Mr Umunna told MPs it was not fair so many people were suffering an "extraordinary squeeze" on their living standards while those who had caused the problem continued to enjoy "very high remuneration".
Mr Umunna went on: "The public rightly expects the culture of excessive bonuses must stop.
"That means bank executives' remunerations stated to be 'performance-related' should be just that - related to performance.
"Very large bonuses should only be paid to reflect genuine exceptional performance if trust in the system is to be maintained."
Earlier the City's bonus culture was defended by the chief of oil giant BP which has just announced fourth quarter profits of just under £5bn.
Bob Dudley told Sky News' Jeff Randall London must offer competitive pay if it is to remain a global business centre.
He confirmed BP would pay bonuses this year but declined to say how much they will be worth.
Labour's motion - which was defeated - came as the Lloyds Banking Group confirmed almost 1,000 jobs are to be axed and three offices closed.
The original aim of the motion was to force a vote on RBS boss Stephen Hester's proposed shares bonus for last year - until he decided to forego it.
The debate came as Mr Hester broke his silence on the issue. In a letter to the largely state-owned bank's staff, he said press coverage had been "discomforting to say the least".
But he insisted RBS was "making progress in the face of a difficult inheritance". The best way to deal with criticism was to "prove the critics wrong", he added.
All of the three main parties are vying to be seen as taking the lead in establishing what has been dubbed "responsible capitalism" in the wake of the credit crunch.
Labour believes it has captured the public mood amid popular anger at the perceived excesses of the City at a time of economic austerity.
But the party has also faced criticism that it is stoking anti-business sentiment which risks driving banks and other financial institutions overseas.
On Tuesday the boss of Network Rail said he will pass up on his annual bonus after a new row erupted over whether the Government could veto the payout.
Chief executive Sir David Higgins said he would put the money towards improving safety instead.
Transport Secretary Justine Greening had planned to attend the company's annual general meeting on Friday to vote against reported plans to hand Sir David a £340,000 bonus.

Well said Sarah, absolutely correct. Liebour didn't care they were ruining our children's education granting straight AAs in sock draw arranaging qualifications. Just so long as the A grade figures look good for their re-election to keep their snouts in the trough. Also good point from Grant - but then the BBC are Liebour's unofficial propaganda unit.

I think history will record the turning point of Britain's decline was in 1979 when that monster Thatcher came to power. Blame New Labour and Tony Blair if you want - i think they betrayed their founding members - but all they did was to continue the neo liberal faceless capitalist policies that Thatcher introduced.

If we want to be a country of less than good performance take away the incentives. then no-one will have any reason to work to the best of their abilities. The banking institutions will gradually go from this country and we will be left with no highly profitable industries nad everything will becopme very poor.

There's nothing I like better than reading the rants of Sarah Lee and her fellow Tory supporters. Of course it is the thirteen years of labour government which is totally responsible for the current world recession. There was absolutely nothing wrong with Thatcher's reign of almost the same period of time, as we all know everything in the garden was rosy then, full employment, low interest rates, very few strikes, etc etc. So why should we worry now, we have Cameron and Osbourne at the helm, very ably supported by Cleggy - the Deputy Prime Minister from that party boasting how many seats is it - so surely everything in the garden will soon be rosy once again.

So if BP are going to pay Bonuses to the executives at the top, does this also mean they are going to pay large bonuses to all there workers everywhere in the world. Somehow i do not think so.

The bonus culture is not the paid by results system that is a different culture. A bonus system is not really anything other than a hand out and a bonus should by rights be impossible to get.. If you get £1,000,000 a year as your salary, then for that, you should be working so hard you cannot do extra to get a bonus. It seems to be getting like the low cost airlines. They soon might start asking for bonuses for turning up for work, like the airlines add on extras.

I doubt if all this bonus culture actually generates wealth for this country and as for relocating - who cares as they all have offshore accounts anyway to stash the money. This and most governments are still borrowing to keep up living standards to the bare minimum while these people are laughing all the way to the offshore tax-free bank.

I believe that bonuses can spur wealth but paid for targeted performance. the habit has been to give low pay and a high bonus which in my opinion is the wrong thing to do. As far as Thatcher was concerned: if the country at that time had to continue to be run by Labour it would have been more disastrous than the last Labour government. Labour always ends in disaster. Look at history. Socialism never works.

Bonuses are good in order to motivate people at the top and the bottom. Take away bonuses and motivation is largely removed. BUT bonuses should be paid for targeted results.

The banking culture exists as it has done for decades, and we are stuck with it. If bonus payments are part of a package, they should be honoured and paid. Unless the system is changed, and there is no sign of that, there is no point "whinging on" about it. Peter. Holmfirth.

Be careful what you wish for. Financial Services are the biggest income earner for this country and the inevitable consequence of this may well be relocation overseas where profit is not seen as a dirty word.

Profit, Mr McGreal, is not a dirty word, but excessive profit at the expense and misery to the rest or the populace is pure despicable greed. Trying to get these bankers and other financial institutions to be sensible with their bonus culture is rather like trying to take a bone off a Pitbull terrier.
