England were edged out of a quarter-final place after a 19-17 loss to Samoa in their final Pool C match on Day One of the Gold Coast Sevens.
Earlier England had drawn 14-14 with Kenya and beaten Spain 13-10. They now face a Sevens version of the Calcutta Cup against Scotland in the quarter-finals of the Bowl.
Argentina beat Wales to book their place in the Cup quarter-finals and send Wales into the Bowl competition.
